Overview

PURPOSE STATEMENT:

The Buyer performs purchasing duties in accordance with policies and procedures and/or within defined best practice protocols focusing to maximize cost effective, ethical, efficient, timely, professional practices in order to maximize value within a customer service-oriented environment.  Furthermore, duties include supporting the maximization of the value of purchasing initiatives including formal bidding, sourcing, negotiations, and other value-building practices as they are defined.

 

At minimum, the position is responsible for the purchasing of goods and services.  Position will be responsible for transaction coordination with company-appointed requisitioners to fulfill purchasing needs as defined.  Ultimate position responsibilities may include development, execution, and maintenance of sourcing opportunities, review and execute contracts, and other assigned responsibilities as they are defined.

Responsibilities

ESSENTIAL FUNCTIONS/RESPONSIBILITIES:

  • In support of Hawaii Gas’ Vision and Mission the Buyer will maintain and support Hawaii Gas’ purchasing and warehouse policies and procedures and assist in the development, communication and implementation of best practice procurement strategies that support short and long-term objectives supporting the execution of Hawaii Gas’s services provided to their customer base.
  • The Buyer is expected to keep pace with the demands of Hawaii Gas’ growing business, anticipate problems, and provide solution opportunities and support where necessary the implementation of such strategies.
  • Responsible for overseeing Hawaii Gas inventory. Approval authority for invoices up to $50,000.
  • Within this context, the responsibilities of the Buyer include the following and are not limited to:
    • Purchasing and maintenance of inventory of assigned goods and services.
    • Reconciliation of stock and non-stock purchase orders.
    • File maintenance (hard and soft copies).
    • Identify areas of opportunity to deliver cost savings and value improvement.
    • Support formal RFx writing, execution, and management.
    • Review and execute agreements and contracts.
    • Assist in the development of initiatives to minimize transactional processing costs by utilizing automation, standardization, and consolidation.
    • Develop benchmarks and measurements for ongoing effectiveness of related processes and systems.
    • Data Analysis of assigned goods and services and new potential opportunities.
    • Demonstrate and maintain professional customer service.
    • Demonstrate ability to work independently while working to meet departmental goals and objectives with little or no supervision.
    • Works as a team player to support the department and its customers.
    • Assist in audit requests; maintain and develop SOX controls.

OTHER FUNCTIONS/RESPONSIBILITIES:

  • Performs all other related duties as instructed by supervisor/manager.
  • Complies with all safety rules and cooperates in the fullest in the promotion of safety and safe work habits, to include the reporting of any unsafe conditions or acts. Maintains all EH&S training on a current basis.
  • Complies with all Hawaii Gas policies and procedures.
  • Maintains assigned work area and equipment in a clean, orderly and safe manner; performs housekeeping duties as required and/or instructed. Works in a safe and responsible manner.
  • Performs all other related duties as instructed by supervisor/manager.

Qualifications

Required Education and/or Work Experience:

  • Bachelor’s Degree in Business Administration, related business degree, with related experience and/or training.
  • 1 to 5 years of professional/related work experience.
  • Direct experience managing expenditures by organizing cross-functional and functional teams to reduce cost/improve value.
  • Superior communication, interpersonal, and presentation skills, with strong influencing and persuasive characteristics.
  • Ability to independently evaluate complex issues and use judgment to sort through diverse opinions to achieve consensus.

Preferred Education and/or Work Experience:

  • Advanced degree (preferably MBA) in the fields listed above.
  • 5+ years of experience in sourcing, purchasing, supplier management, or contract management.
  • Experience developing and using Key Performance Indicators to manage the performance of the supplier base.
  • Experience in Sourcing Strategy Formulation & Implementation, Business Process Design & Maintenance, and Policy & Procedure Writing & Maintenance.
  • Proficient with desktop applications such as Microsoft Office Suite, Project, Visio and Microsoft Dynamics GP and ERP Systems.
  • Experience directing the evaluation of bid proposals.

Required Licensure, Certification, Registration or Designation:

  • Valid Hawaii driver’s license and access to a currently insured and registered vehicle.

Preferred Licensure, Certification, Registration or Designation:

  • Attainment or pursuit of NAPM Certification or equivalent.

  • Effective oral and written communicator with ability to utilize critical thinking skills.
  • Flexible and adaptable to changes within the position/department/company and changing priorities and workloads.
  • Able to steward themselves in a professional and courteous manner to promote a harmonious working environment.
  • Able to communicate professionally, courteously, and effectively utilizing standards means of communication within the workplace (i.e., verbal, written, e-mail, phone, text, etc.).

Working Conditions/Environment:

  • Good physical condition to perform heavy labor work in emergencies.
  • No back or serious hearing/eye limitation (including color vision and may not use contacts) or restriction on SCBA use; must have good sense of smell.
  • Must not have acrophobia or claustrophobia or fear of gas or fires.
  • Typical daily working conditions are normal for an office environment.
  • Work may require occasional weekend and/or evening work and warehouse work.
