Overview

PURPOSE STATEMENT:

The Manager, Procurement develops protocol for the company-wide purchasing of goods and services and maintains the related written policies and procedures, including annual updates and sign-offs, to ensure compliance with all company-defined compliance requirements impacting procurement and that purchasing and warehousing of goods and services are managed consistently throughout the organization.

 

Plans, organizes, coordinates, schedules, and directs, personally or through staff, company-wide purchasing, warehousing, and distribution of materials, equipment and supplies consistent with business objectives.  Required to manage staff, processes & systems

Responsibilities

ESSENTIAL FUNCTIONS/RESPONSIBILITIES:

  • Reviews purchasing and materials inventory requirements for all departments. When necessary, collaborates with the appropriate department heads to plan and prioritize requirements. 
  • Coordinates, supervises, may perform when necessary, activities including:
    • The purchase of all materials, equipment, fleet vehicles, and supplies to include purchase order reconciliation.
    • The operation of central Warehouse activities including the receipt, storage, inventorying, issuing and shipment of designated materials, supplies, tools, equipment and parts.
    • Laundry service of all uniforms issued to personnel at the Kamakee Street location.
    • Printing requirements of all logo items.
  • Ensures timely and competitive acquisition of materials, equipment and supplies.
  • Manages company purchasing card program, including ensuring employee compliance.
  • Responsible for recommending changes to policies, standards, and processes pertinent to this activity; ensures consistency with Company standards. Establishes procedures to implement any changes.
  • Prepares various reports as requested to monitor performance.
  • Negotiate service agreements and contracts and maintains practices that are consistent with anti-trust laws. Develops and maintains sound vendor relationships.  Determines financial status, coordinates conflicts of interest with appropriate personnel and necessary insurance coverage required.  Administer Vendor Agreements and ensuring existing contractual obligations are met. 
  • Oversees maintenance requirements at the Kamakee/Waimanu facilities that involve outside contractors.
  • Responsible for the security and maintenance of Company assets and property.
  • Defines and recommends department objectives and staffing level, prepares and submits capital and operating budgets, and develops short and long-range programs to address operational and business requirements.
  • Effective personnel management; in conjunction with the Human Resources department carries out the hiring, promotion, discipline and other personnel actions of or pertaining to the employees; performs as Step 1 of the grievance procedure in the Collective Bargaining Agreement.
  • Complies with all federal/state/local codes and regulations and Company policies, procedures, and standards
  • Provides and enforces appropriate safety rules and procedures to provide for a safe work environment. Coordinates and provides for EH&S and technical training programs; maintains records of all training conducted.  Complies with all written safety rules and procedures; reports all unsafe acts and conditions and corrects those within authority.
  • Keeps current with laws, governmental regulations, trends and development in this industry.
  • Represents the Company and participates in appropriate local professional, business and community activities/associations; participates in external audits of both the Accounts Payable and Purchasing/Warehousing functions.
  • Maintains assigned work area and equipment in a clean, orderly and safe manner; performs housekeeping duties as required and/or instructed. Works in a safe and responsible manner.

OTHER FUNCTIONS/RESPONSIBILITIES:

  • Performs all other related duties as instructed by supervisor/manager.

Qualifications

Required Education and/or Work Experience:

  • Bachelor’s degree in Business, Engineering or related field or equivalent combination of related experience and education.
  • Five (5) years of supervisory experience.
  • Five (5) years of experience in customer service, purchasing, inventory control and/or warehousing activities (or equivalent).
  • Proficient in the MS Office suite of tools, especially Word, Excel and PowerPoint.

Preferred Education and/or Work Experience:

  • (8) years of supervisory experience.
  • (8) years of experience in customer service, purchasing, contract negotiations, inventory control and/or warehousing activities (or equivalent).
  • Experience working in a union setting.
  • Experience managing compliance with rules and regulations.

Required Licensure, Certification, Registration or Designation:

  • Valid Hawaii driver’s license. Access to insured vehicle with current registration.

Working Conditions/Environment:

  • Working conditions are normal for an office environment.
  • Work may require occasional weekend and/or evening work.
