Overview

The Financial & Regulatory Policy Analyst plays a crucial role in shaping our strategy and ensuring the company's compliance with regulatory standards. This position involves developing financial and regulatory models, interpreting tariffs, and providing technical advice on regulatory matters and working collaboratively with stakeholders.

Responsibilities

ESSENTIAL FUNCTIONS/RESPONSIBILITIES:

  1. Strategic Analysis: Leverage forecasting models to assess company performance under various scenarios. Provide insights to senior management on planning implications.
  2. Financial Analysis: Conduct cost of service studies and develop rate designs based on cost and market factors.
  3. Regulatory Support: Offer technical advice on regulatory and tariff matters, including rule interpretation and drafting responses to customer complaints. Ensure accurate and timely tariff administration.
  4. Regulatory Strategy: Contribute to the company's regulatory strategy and ensure alignment with regulatory requirements and company policies.
  5. Compliance and Reporting: Manage compliance reporting, including monthly, quarterly, and annual filings with regulatory bodies.
  6. Stakeholder Engagement: Build and maintain relationships with regulatory representatives and stay informed on relevant regulatory changes.
  7. Market Intelligence: Keep updated on industry trends, competitor activities, and regulatory changes that could impact the company.

OTHER FUNCTIONS/RESPONSIBILITIES:

  1. Complies with all safety rules and cooperates in the fullest in the promotion of safety and safe work habits, to include the reporting of any unsafe conditions or acts.
  2. Maintains all required compliance training on a current basis.
  3. Complies with all applicable Hawaii Gas policies and procedures.
  4. Maintains assigned work area and equipment in a clean, orderly, and safe manner; performs housekeeping duties as required and/or instructed. Works in a safe and responsible manner.
  5. Performs other requirements and projects as assigned by the Manager, e.g. assisting with the budgeting process.

Qualifications

Required Education and/or Work Experience:

  • Bachelor's degree in finance, economics, accounting, business administration, or a related field.
  • 3+ years in financial analysis, accounting, audit, or regulatory functions demonstrating exceptional analytical and forecasting abilities.
  • Proficient in building models (financial), performing scenario analysis, and/or utilizing financial software programs and applications.
  • Strong ability to provide insights and clearly communicate to support informed decision-making. Must be proficient in writing detailed explanations to both internal and external stakeholders.
  • Proficiency in MS Office tools, particularly Word, Excel, and PowerPoint.

 

Preferred Education and/or Work Experience:

  • Working knowledge of regulatory principles and practice, particularly as it relates to Hawaii.
  • Industry-specific experience in the utility or energy sector, or a deep understanding of Hawaii's regulatory landscape or related experience.
  • Experience with the Public Utilities Commission, the Division of Consumer Advocacy, Department of Business Economics Development and Tourism.

Preferred Licensure, Certification, Registration or Designation:

  • Relevant certifications or qualifications such as Certified Financial Analyst (CFA) or Certified Public Accountant (CPA) or Certified Regulatory and Compliance Professional (CRCP).
