JOB SUMMARY Working under immediate supervision as a crew member, performs routine/repetitive moderate to heavy manual labor work required for the utility system.
Physical Demands: See Attached ADA Form. Good physical condition to perform the requirements
of the job. No back or serious eye limitation (including color vision and may not use contacts) or
restriction on respirator use. Must not have acrophobia or claustrophobia or fear of gas or fires. Must be
medically classified as good risk for heavy labor work; work involves moderate to heavy degree of
Supervision: Works under direct and immediate supervision of District Supervisor and/or Inspector
Foreman or Crew fitter.
Working Conditions: See Attached Job Audit Form. Primarily outdoors in all types of weather and
field conditions. Exposure to gas fumes varies from low to an occasional high concentration requiring the
use of a gas respirator or mask. Required to work in confined spaces to include trenches, manholes, pits
and vaults and at high elevations, at times exceeding 100 feet. Subject to work on weekends, holidays
and nights to include emergency call-outs.
Explanatory Remarks: A Semi-Skilled Laborer’s job is similar to that of a Labor’s job except that the
employee at this level has, by training and experience, demonstrated his/her ability to perform
assignments of increasing responsibility.
New employees hired into this classification of jobs will be hired as Laborer, Grade 1. The experience
requirement for Laborer, Grade 1, is approximately one year’s outside experience in occupations
requiring manual and mechanical skills. This time period has been established as the normal time to
acquire the necessary exposure, training, and/or experience to qualify for the job of Laborer, Grade 1;
however this time period may be waived or shortened for the applicant who has demonstrated unusual
qualifications and ability for this job, or for Affirmative Action purpose, provided that the applicant has
the necessary physical and mental capabilities and aptitude for this line of work – the 90-day probationary
period will still need to be satisfactorily completed regardless of the Grade given for continued
employment. If hired as Laborer, Grade 1, after satisfactory completion of a probationary period of
ninety calendar days, the incumbent will be automatically advanced to Semi-Skilled Laborer, Grade. 2.
If the performance of the Laborer or Semi-Skilled Laborer is not entirely satisfactory, his/her employment
will be discontinued.

Education/Certification/License: High school graduate, preferably with technical schooling. Must complete all required Department of Transportation Federal/State and OSHA Federal/State courses and programs as a condition of continued employment. Must maintain at least minimum passing scores per regulations, for all recurring Federal/State courses or programs. Possesses a valid Class 3 driver's license with no restrictions on Transmission type. Ability to qualify for CDL, type B, license with valid Medical Examiner’s Certificate peer 49 CFR 391.41 through 391.49, and security clearances required by various agencies, and to maintain same.
Experience: Satisfactory completion of probationary period in a “Physical” classification in the Company. Must have demonstrated by skills and attitude an aptitude for this trade, and by performance that s/he is dependable and trustworthy. Proven ability to understand pertinent codes, regulations, standards, and safety rules/regulations/practices in addition to departmental operating rules and procedures and standards practices and procedures for this trade. Requires a high degree of mechanical aptitude and proficiency in the proper use of the tools and equipment of the trade and have a good safety
record; ability to use computer.
